That's assuming you don't have gyrocronatom or iron strut and so on, the mats are for making everything you'll need from scratch. You need to give the gnomish engineering trainer this: He'll guide you to booty bay to visit the trainer, whom is in the top row of houses just above the two riding mount Turtles He is in the north house under the stairs. He is in Ratchet, which is in The Barrens.
